Hi Jess, TAC finally got back with me TODAY, 12 Dec, and told me only folks living inside the US could enter. It took them a bit to figure it out though so I know they gave it some thought.
I will be posting some paper/eyelets/stamp blog candy for ONLY folks that live outside of the USA to enter!! :) I should have it together this weekend so stay tuned! Thanks for asking.
